Tokyo gov. proposes environment taxes for local gov'ts

TOKYO, Japan - Tokyo Gov. Shintaro Ishihara attends a meeting in Yokohama on Nov. 8 of four governors and three mayors from the Tokyo metropolitan area. Ishihara proposed that Tokyo and other neighboring governments jointly introduce two new taxes aimed at protecting the environment.
