Japan's special envoy Ogata arrives in Afghanistan
KABUL, Afghanistan - Japan's special envoy on Afghan affairs Sadako Ogata talks to people at a camp for returning Afghan evacuees on Shomali plains near Bagram air base north of the capital Kabul on Jan. 9. The formerly U.N. high commissioner for refugees on a fact-finding mission aimed at laying the ground for a forum on Afghanistan's reconstruction to be held in Tokyo Jan. 21-22.
