Upper house head Inoue quits over money scandal
TOKYO, Japan - House of Councillors President Yutaka Inoue leaves the president's room April 19 after tendering his resignation following allegations that one of his secretaries took 64 million yen in kickbacks from a construction company in connection with a public works project.
