TOKYO, Japan - Nobuya Minami, president of Tokyo Electric Power Co. (TEPCO), apologizes at a news conference in Tokyo on Sept. 2 while announcing that he and four TEPCO top executives will resign to take the blame for a cover-up of cracks in its nuclear power plants.
