NCP leader Noda says he won't return to LDP

TOKYO, Japan - New Conservative Party (NCP) leader Takeshi Noda speaks to journalists in the Diet on Dec. 13. Noda said he will not return to the Liberal Democratic Party (LDP) and will continue as the NCP head.
