TOKYO, Japan - Toshiro Muto, former vice finance minister, is surrounded by reporters at the Finance Ministry in Tokyo on Feb. 24 following reports that Prime Minister Junichiro Koizumi has decided to name him deputy governor of the Bank of Japan.
