China cuts defense budget growth to 9% for 2003

BEIJING, China - China's Finance Minister Xiang Huaicheng proposes a budget plan for fiscal 2003 to the National People's Congress on March 6. It cuts growth in the defense budget to around 9%, the first single-digit figure in 15 years.
