Junior high school students vote in merger referendum

HIRAYA, Japan - Junior high school students vote in the village of Hiraya, Nagano Prefecture, on May 11 on whether to seek a merger with neighboring communities. The village granted the voting right to eligible residents as young as 12 in junior high school last December because it ''wanted the students to participate in the future of the village.''
