TOKYO, Japan - Shop assistants invite shoppers to taste samples at a department store in Tokyo's Ikebukuro district, as department stores nationwide started their campaigns for the annual ''oseibo'' year-end gift-giving season. on Nov. 1. Department store sales in Japan have marked losses year on year for 18 straight months, due to slow consumer spending caused by the sluggish economy.
