Former cabinet minister Ota loses in election
FUKUOKA, Japan - Seiichi Ota, a former cabinet minister, is surrounded by reporters at his election office in Fukuoka on Nov. 10 after losing in the general election for the House of Representatives. Ota was reprimanded in June by his Liberal Democratic Party after making remarks suggesting that gang rape could be tolerated because it ''shows'' the rapists are ''virile'' and ''close to normal.''
