TOKYO, Japan - Prime Minister Junichiro Koizumi said in a Diet committee session that the southern Iraqi city of Samawah, where Japanese Self-Defense Forces troops are carrying out reconstruction work, is not a combat zone. ''Noncombat zone'' constitutes the legal basis for the dispatch of the troops to Iraq.
