TOKYO, Japan - The Japan Congress Against A- and H-Bombs (Gensuikin) opens an international conference in Tokyo to discuss North Korea's nuclear development program and U.S. nuclear strategy.

                      Runway closed at southwest Japan airport after explosion on taxiway
