OSAKA, Japan - Photo taken April 12 shows the building that houses Chinese Consulate-General in Osaka. An envelope with a cartridge case inside and a threatening note to stop anti-Japan protests was sent to the Consulate-General, police said.

The palace was the main imperial residence until Emperor Meiji shifted to Tokyo in 1869.

Toyota to halve domestic output, suspends factory operations

The automaker will cut its domestic output from February to April to half the levels of a year earlier, industry sources said.

110 tons of medical waste dumped in Hiroshima

HIROSHIMA, Japan - Plastic containers filled with infectious medical waste are left unattended inside the compound of an industrial waste incinerating facility in Hiroshima's Asakita Ward. About 110 tons of medical wastes packed into some 11,000 containers have been found inside the compound. The police say the medical waste, such as used syringes, blood transfusion tubes and medical masks, was collected by the Osaka-based garbage disposal company Kotoku from several medical institutions in Osaka Prefecture. Kotoku allegedly subcontracted -- without government approval -- the disposal to various garbage disposal operators in Tottori and Hiroshima prefectures and the medical waste ended up in the disposal facility. Gov't eyes using gardens to combat rising temperatures

TOKYO, Japan - A building complex (in photo taken Aug. 12) in Tokyo's Roppongi district has a garden on its roof. Government officials said Aug. 13 they intend to submit a bill to the Diet requiring structures that will be built mainly in urban areas to allot space on their premises for gardens to combat excessive warming. The ''heat island phenomenon'' occurs when temperatures in the center of large cities are higher than surrounding areas due mainly to concentrated development and massive energy consumption.
