SAIPAN, Northern Mariana Islands - A large signboard put up along the main road to Saipan from the airport on June 26 reads: ''The Emperor, Empress, Welcome to Saipan.'' Preparations are proceeding smoothly ahead of the arrival June 27 of the Japanese imperial couple on a two-day visit to the West Pacific island.
