Japan, N. Korea agree on 3-group negotiation format
BEIJING, China - Chief Japanese delegate Akitaka Saiki fields questions from reporters at a Beijing hotel on Dec. 25 after talks with North Korea. He said Japan and N. Korea agreed to set up three working groups to address outstanding issues that have stalled negotiations on normalizing diplomatic relations, if possible in late January.
