S. Korean leader blasts moves to revise Japan's Constitution
SEOUL, South Korea - South Korean President Roh Moo Hyun makes a speech in Seoul on March 1 to mark the 87th anniversary of the March 1 Independence Movement. Roh implicitly criticized moves in Japan to amend its pacifist Constitution, saying Japan's hope of becoming a ''ordinary country'' need not entail a buildup of military power.
