Japan, Russia agree to start nuke cooperation talks
TOKYO, Japan - Japanese Prime Minister Shinzo Abe (R) and Russian Prime Minister Mikhail Fradkov appear at a joint news conference at the prime minister's official residence in Tokyo on Feb. 28. Abe said the two leaders agreed to start negotiations for a nuclear cooperation agreement which will enable Tokyo to outsource to Moscow uranium enrichment for recycling nuclear fuel.
