Opposition-dominated upper house votes down antiterrorism bill
TOKYO, Japan - Members of the opposition Democratic Party of Japan (front area) in the House of Councillors applaud Jan. 11 as the opposition-dominated upper house in a plenary session voted down a bill for Japan to resume an antiterrorism refueling mission in the Indian Ocean. The move opened the way for the ruling coalition to pass the bill through a second vote in the more powerful lower house.
