Upper house votes down gov't nomination of Muto as BOJ chief

TOKYO, Japan - Members of the Democratic Party of Japan and other opposition members applaud on March 12 after the opposition-controlled House of Councillors voted down the government's nomination of Bank of Japan Deputy Governor Toshiro Muto as the central bank chief. The appointment must be approved by both houses of parliament. The government-controlled House of Representatives is expected to vote March 14.
