2nd extra budget passes lower house despite opposition protest
TOKYO, Japan - Prime Minister Taro Aso (R) smiles after a second supplementary budget for fiscal 2008, aimed at reinvigorating the economy, is passed by a majority vote of the ruling parties at a plenary session of the House of Representatives on Jan. 13, despite a protest by the opposition bloc against an unpopular cash handout plan included in the budget.
