Deliberations on 2nd extra budget start in upper house

TOKYO, Japan - Finance Minister Shoichi Nakagawa explains the government's submission of a 4.79 trillion yen second supplementary budget for fiscal 2008 at a House of Councillors Budget Committee session Jan. 19. Deliberations on the budget, which includes a controversial 2 trillion yen cash handout plan, began in the opposition-controlled upper house the same day.
