OMITAMA, Japan - The departure lobby of Ibaraki Airport, northeast of Tokyo, is crowded with passengers on the airport's opening day on March 11, 2010. The airport, the third in the Tokyo metropolitan area, commenced operations without regular domestic flights, arousing concern about its profitability.
