TOKYO, Japan - Shoppers crowd a ''fast fashion'' brand Forever 21 shop in Tokyo's upscale Ginza area on April 29, 2010. The Los Angeles-based apparel retailer, known for its low prices and designs favored by young people, opened the shop that day as its first flagship store in Asia.
