FUKUOKA, Japan - Confetti drifts down on people as JR Hakata City building marks its opening on March 3, 2011 in Fukuoka, southwestern Japan. The operators of the commercial complex in the building are aiming to attract consumers from the Kansai, Chugoku and Kyushu regions, as new bullet train services beginning later in March will connect the city to the regions, as well as tourists from China and South Korea.
