Rolling blackouts after quake
YOKOSUKA, Japan - Police officers direct traffic at an intersection where the traffic lights have been turned off in Yokosuka, Kanagawa Prefecture, on March 15, 2011, due to rolling blackouts in eastern Japan by Tokyo Electric Power Co. to avoid massive power outages. The utility decided to conduct region-wide energy-saving efforts amid power shortages following the March 11 earthquake and tsunami disasters which damaged nuclear power plants in northeastern Japan.
