TOKYO, Japan - Japanese Prime Minister Naoto Kan speaks in a nationally televised address a week after a magnitude 9.0 quake and tsunami hit Japan at his office in Tokyo on March 18, 2011. Kan said that Japan's nuclear crisis still does not warrant optimism.
