Panel says Fukushima accident was "man-made" disaster
TOKYO, Japan - Kiyoshi Kurokawa, head of a Japanese parliament-appointed panel investigating the Fukushima Daiichi nuclear power plant disaster, signs a report at a Diet building in Tokyo on July 5, 2012. The report says the calamity could have been prevented if regulators and plant operator Tokyo Electric Power Co. had taken appropriate safety steps, calling it "clearly a man-made disaster."
