TOKYO, Japan - Lawmakers vote on a bill to raise the consumption tax rate during a plenary session of the House of Councillors in Tokyo on Aug. 10, 2012. The contentious legislation to double the 5-percent sales tax rate by October 2015 was passed by the upper chamber.
