SEOUL, South Korea - Moon Jae In, a former human rights lawyer and ex-chief of staff to former South Korean President Roh Moo Hyun, is declared in Goyang, South Korea, on Sept. 16, 2012, the candidate of the main opposition Democratic United Party in the country's Dec. 19 presidential election.
