Parallel traders between China, H.K.
SHENZHEN, China - A December 2012 photo shows so-called parallel traders in Shenzhen, Guangdong Province, in mainland China, sorting out baby formula believed to have been bought in Hong Kong. Hong Kong announced measures in February 2013 to address a shortage of infant formula in the territory caused by bulk purchases by mainland tourists and traders and who resell the milk powder in China at a profit.
