HONG KONG, China - A Feb. 4, 2013, photo shows a drugstore selling foreign-brand baby formula in a main area of Hong Kong. Hong Kong announced measures in February 2013 to address a shortage of infant formula in the territory caused by bulk purchases by mainland tourists and so-called parallel traders who resell the milk powder in China at a profit.
