SOCHI, Russia - Members of the Tokyo Organising Committee of the Olympic and Paralympic Games' delegation participate in a special program organized by the International Olympic Committee for an on-site study tour to learn about the Sochi Olympics operations on Feb. 16, 2014, in the Russian resort town.
