KIEV, Ukraine - Former Russian oil tycoon Mikhail Khodorkovsky, who was a political foe of Russian President Vladimir Putin, speaks at a rally to commemorate the 200th anniversary of the birth of Ukrainian poet Taras Shevchenko (1814-1861) in Independence Square in Kiev, Ukraine, on March 9, 2014. Khodorkovsky, who was serving a prison term for tax evasion and other charges, was freed in late 2013 when Putin pardoned him.
