Sandbags piled up around water gate hit by 2011 tsunami
SENDAI, Japan - Fusanobu Sakurada, a victim of the 2011 earthquake and tsunami, is believed to have been swept away near a water gate, seen in the lower part of this file photo taken on Sept. 3, 2014, in Minamisoma, Fukushima Prefecture. Sandbags have been heaped up around the gate since the tidal wave hit the northeastern Japan region of Tohoku.
