NIIGATA, Japan - A two-story share house in Niigata, central Japan, opens on Dec. 24, 2014, after being refurbished by the city government for lease to aspiring female comic artists at a low rent. The city hopes the approach will help encourage local talents, who tend to leave for better opportunities in Tokyo, to stay in Niigata.
