Russia using N. Koreans, other foreign workers on disputed islands
MOSCOW, Russia - A North Korean man works at a construction site in a photo taken on Aug. 7 in Kunashiri Island, one of the disputed Russian-held islands off Hokkaido. Russia has been increasingly using North Korean and other foreign workers in development projects on the disputed islands, apparently for the cheap labor costs.
