Joining the President from left to right: US Senator Wendell Ford (Democrat of Kentucky), US Senate Minority Whip Alan Simpson (Republican of Wyoming), US Vice President Al Gore, US House Majority Leader Richard Gephardt (Democrat of Missouri), Speaker of the US House Tom Foley (Democrat of Washington), US Senate Majority Leader George Mitchell (Democrat of Maine) and US House Minority Leader Robert H. Michel (Republican of Illinois).
