Japan delays N. Korean ship's departure

SOMA, Japan - The North Korean freighter Hwang Kum Sam is seen anchored at Soma port, Fukushima Prefecture, on Feb. 20. Japan barred the departure of the 2,705-ton ship from the port because of maintenance defects.
