NAGOYA, Japan - A small four-blade wind-power generator is seen in operation in Toyohashi, Aichi Prefecture, central Japan, in this photo taken on April 8, 2014. The blades, each about 2.5 meters long and 40 cm wide, flutter up and down on a 5-meter pole to produce 350 watts of electricity.
