KOBE, Japan - People light about 6,500 candles to form the shape of ''1-17'' at Higashi park in central Kobe to remember the victims of the 1995 Great Hanshin Earthquake on Jan. 17, the 10th anniversary of the quake which devastated Kobe and its surrounding areas, killing 6,433 people.
