CHERNOBYL, Ukraine - A new shelter for the Chernobyl nuclear power plant in Ukraine to contain radioactive materials still leaking 25 years after the 1986 disaster is seen in its preparatory stages on Nov. 4, 2011. A fact-finding mission from Fukushima Prefecture visited the site that day to assess the situation at Chernobyl, following an accident at the Fukushima Daiichi Nuclear Power Station.
