FSA to monitor effects of negative interest rate on banks: Aso

TOKYO, Feb. 2 Kyodo - Japanese Prime Minister Shinzo Abe (C), Economic and Fiscal Policy Minister Nobuteru Ishihara (L) and Finance Minister Taro Aso attend a Cabinet meeting in Tokyo on Feb. 2, 2016.
