SENDAI, Japan - Stefan Herzberg, minister at the German Embassy in Tokyo, address a ceremony on April 12, 2014, marking the completion of a community hall built in Ishinomaki, Miyagi Prefecture, northeastern Japan, with funding from the German Red Cross.
