YAMAGUCHI, Japan - Villagers swing arms May 16 in protest against a government advisory panel's endorsement of a plan by Chugoku Electric Power Co. to build a nuclear power plant in Kaminoseki, Yamaguchi Prefecture. It will be the first incorporation into the government power program of a nuclear plant on a new site since Japan's worst nuclear accident in September 1999.

The hearing is the first of its kind since Japan's worst-ever nuclear accident occurred at a uranium-processing plant run by JCO Co. in Tokaimura, Ibaraki Prefecture in September last year.
