Schoolteacher held over 12-year-old girl's death

KOBE, Japan - Ken Fukumoto, the 34-year-old junior high school teacher seen in this file photo taken in April, is arrested on Sept. 8 by Hyogo prefectural police in connection with the death of Noriko Kamiie. Fukumoto is suspected of confining Kamiie, 12, with handcuffs in his car and causing her to fall from the vehicle onto a highway in Kobe in the prefecture where she was hit by another vehicle on the night of July 24.
