TOKYO, Japan - U.S. nuclear experts Lake Barrett (L) and Dale Klein exchange words during a meeting at the head office of Tokyo Electric Power Co. in Tokyo on Sept. 13, 2013, on radioactive water at the crippled Fukushima Daiichi Nuclear Power Station. Barrett helped control the 1979 Three Mile Island nuclear plant accident as an official of the U.S. Nuclear Regulatory Commission. Klein, former chairman of the commission, leads the company's Nuclear Reform Monitoring Committee.
