Taiwan: Typhoon Dolphin’s Strong Winds Halt Scooter Rider, Topple Bike in New Taipei

Typhoon Dolphin's outer bands battered northern Taiwan on Saturday, August 8, bringing damaging winds. Toppled trees, downed scaffolding and collapsed construction fencing were reported in Taipei, while New Taipei's Tamsui District reported blown-off roofing and leaning utility poles. This video shows a scooter rider unable to move forward against strong gusts in Linkou District, New Taipei City, before the scooter toppled over on the morning of Sunday, August 9, as high winds continued to batter the region.
