ABU DHABI, United Arab Emirates - Hiroshi Watanabe (C), president of the Japan Bank for International Cooperation, and Yousef Omair bin Yousef (R), CEO of Abu Dhabi National Oil Company, sign a document in Abu Dhabi on Nov. 2, 2010.
