TOKYO, Japan - Economy, Trade and Industry Minister (METI) Takeo Hiranuma (R) demonstrates at his office in Tokyo on June 18 the government's first paperless certification system by giving online approval to an event-related request from an affiliated organ. The system is at the core of Japan's ''e-government'' plan to be completed by March 2004, which aims to enable the private sector to file applications and receive government decisions online.
