MATSUE, Japan - Shimane Gov. Nobuyoshi Sumita speaks at a press conference March 16 after the Prefectual Assembly adopted a bill designate Feb. 22 as ''Takeshima Day.'' Sumita said, ''The Takeshima issue has had less visibility compared with the Northern Territory issue in national policy.
